Party hat has a thick cardstock base and is covered in blue chenille fabric. The polka dot fabric birthday number is machine appliqued to the chenille fabric. Hat has a bright blue marabou poof at the top and around the base. Hat is complete with two adorable blue ribbons to tie under your child's chin.
